საკონსტიტუციო რეფორმის საყოველთაო განხილვა მარტვილში ხმაურით დაიწყო.
ოპოზიციური პარტიების ადგილობრივი წარმომადგენლების მტკიცებით, სიტყვით გამოსვლის და კითხვის დასმის უფლება, მხოლოდ ხელისუფლებისადმი ლოიალურად განწყობილ მოქალაქეებს მიეცათ.
მარტვილის კულტურის სახლში სახალხო მსჯელობაზე დასწრების მსურველთა რაოდენობა დიდი იყო. მოსახლეობის ნაწილმა შენობაში შესვლა ვერ შეძლო. დაძაბული ვითარების განმუხტვის შემდეგ, ქვეყნის უზენაესი კანონის კორექტირებასთან დაკავშირებით, შეკრებილებს საკუთარ პოზიცია უმრავლესობის და ოპოზიციის წევრებმა, ასევე მესამე სექტორის წარმომადგენლებმა გააცნეს.
მოსახლეობის შეკითხვები პრეზიდენტისა და პარლამენტის არჩევის წესს, გადაუნაწილებელ მანდატებს, უცხოელებზე მიწის გაყიდვასა და კონსტიტუციაში ქორწინების შესახებ ჩანაწერს ეხებოდა.
