7 თებერვალს საერთაშორისო სარეიტინგო კომპანია S&P-მა საქართველოს სუვერენული საკრედიტო რეიტინგი უცვლელად, BB დონეზე დატოვა, პერსპექტივა კი, კვლავ სტაბილურად შეაფასა. განახლებულ შეფასებაში სარეიტინგო სააგენტო ქვეყანაში არსებული ვითარებიდან მომდინარე რისკებზე მიუთითებს. S&P აღნიშნავს, რომ პოლიტიკურმა დაძაბულობამ და მმართველობის ვარდნამ შეიძლება გავლენა მოახდინოს შეღავათიანი დაფინანსებისა და პირდაპირი უცხოური ინვესტიციების (FDI) შემოდინებაზე, რაც საფრთხეს უქმნის ზრდას, საგადასახდელო ბალანსს, საერთაშორისო რეზერვებსა და საჯარო ფინანსებს. უარყოფითი სცენარში სწორედ პოლიტიკური დაძაბულობის მნიშვნელოვანი ესკალაციაა განხილული, რასაც პოტენციურად ნეგატიური გავლენა ექნება რეიტინგზე.
რაც შეეხება საკითხებს, რომლებიც პირიქით, დადებითაც იმოქმედებს რეიტინგზე, S&P-ის თანახმად, შეგვიძლია განვიხილოთ პოზიტიური სარეიტინგო ქმედება მომდევნო 12 თვის განმავლობაში, თუ საქართველოს ეკონომიკური და ფისკალური მაჩვენებლები გადააჭარბებს მათ პროგნოზებს და შემცირდება პოლიტიკური გაურკვევლობა. ამასთან, S&P აღნიშნავს, რომ ძლიერი ეკონომიკური ზრდის მიუხედავად, მთავრობის პოლიტიკის პროგნოზირებადობა შემცირდა. სააგენტო ელის, რომ 2025 წელს ეკონომიკის ზრდა 5.7%-მდე შენელდება, რაც დაბალი მოხმარებისა და ინვესტიციებით არის გამოწვეული.
S&P მიუთითებს, რომ ეროვნულმა ბანკმა პროაქტიულად შეამცირა მონეტარული პოლიტიკის განაკვეთი 8%-მდე, არსებულ ვითარებაში კი მოსალოდნელია, რომ ფრთხილ პოლიტიკას შეინარჩუნებს. საერთაშორისო სარეიტინგო სააგენტოს პროგნოზით, 2025 წელს ქვეყანაში ინფლაცია საშუალოდ 1.6% იქნება. ეს კი, ავტორიტეტული სააგენტოს ცნობით, თითქმის ნაგულისხმევ და გათვალისწინებულ პარამეტრზე ნახევრით ნაკლებია ანუ 3 % იან თარგეტირებულ მაჩვენებელზე ინფლაციისა.
S&P-ის თანახმად, საქართველოს მაკროეკონომიკური მენეჯმენტი გონივრულია, თუმცა უფრო ფართო პოლიტიკის პროგნოზირებადობა შემცირდა.
